The eligible Bidder shall deposit 10% (Ten percent) of the Floor Price (Economic Lease Rent) as EMD for a particular auction through the “WATERBODY LEASE MANAGEMENT PORTAL” ( https://wblmp.wb.gov .in ) either through Debit Card / Credit Card / Internet Banking / UPI payment modes through the ICICI Bank Payment Gateway as part of its bid, as per Government Order No. 36-GE(M)/1F-04/2025 dated 05/01/2026 of L&LR and RR&R Department.
If the bidders apply for more than one Government water body, the EMD shall be required to be deposited separately against each water body.
A 50% (fifty percent) discount in the Earnest Money Deposit will be given to the registered Primary Fishermen’s Cooperative Societies, Fish Production Groups, and Self-Help Groups.
Bidders are advised to complete the online payment of EMD well in advance, at least one day prior to the due date and time.
EMD submitted after the due date and time will not be accepted. Any delay due to technical errors related to Debit Card / Credit Card / Internet Banking / UPI payment or bank clearance shall result in rejection.
As the banker of the bidders may take their own time for payment processing or clearing, the bidder may use the “Payment Verification” button or any other process prevalent at that time to check the completion of the online payment process from the bank to the WBLMP.
Only upon successful receipt of online payment for EMD, the bidders will be able to finally submit their bid to the auctioning entity and obtain bid acknowledgement regarding successful bid submission.
Rejection of Bid
Any technical bid not accompanied by the EMD shall be summarily rejected by the Authority as non-responsiveness.
If the successful bidder fails to deposit 25% (twenty-five percent) of the bid amount within the stipulated time, his candidature shall be cancelled forthwith and his entire EMD amount shall be forfeited.
Refund of EMD
After declaration of the successful bidder by the District Level Committee, the EMD will be refunded online to all participating bidders except the H1 and H2 bidders. EMD of the H2 bidder will be refunded after execution of the Lease Deed with the H1 bidder.
The EMD of the successful bidder shall be adjusted with 75% (seventy-five percent) of the bid amount to be payable within 90 (ninety) days from the date of settlement of the water area, in a single instalment.
